WARBURTONS BOLTON CRICKET LEAGUE - MINUTES OF THE GENERAL COMMITTEE MEETING 

HELD AT BRADSHAW CC - 28TH JUNE 2004

Minutes of the May Meeting: These had been sent to members of the committee previously and were agreed to be a correct record.

Matters Arising: Mr Elmore had looked at Smithills, Robin Park and ST James School. Mr Sutcliffe said Bolton School had assured him the heavy duty mats should cope with the rigours of indoor cricket and the league requested Mr Elmore go ahead and book there if all was OK.

FA and FSC had not produced their public Liability Insurance and were requested to do so by the end of the week

There was no news from the post office   so keep using stamps to send result sheets.

Correspondence: Eagley second team had no scorer against Tonge and were duly fined £10

.”Play cricket News” Issue 4, “Play cricket News”June2004, information on Community Amateur Sports Groups and a description of a Club manager had all been downloaded from Cricket. Com. so clubs who were interested could download them themselves. Mr Sandiford said Play cricket .com was a useful tool in setting up your own clubs website.

All clubs had received the invitation to the New Bolton Sport and Physical Activity Partnership meeting on Wednesday 14th July at Bolton Arena 6. 30 pm for 7 pm start

Finance: The treasurer reported balance of £4300, excluding £100 in reserve for emergencies

  Copies of clubs fines would be sent to their treasurers. Greenmount’s fine for non- attendance of playing members at the Umpires/ Captains meeting was cancelled.

Inter league Report: The league were congratulated on their win at Prestwich and they would play the Ribblesdale league at Clitheroe on July 11th. The U 18s would play their next match at Eagley on the same day.

Mr Senior who said players were not excluded if they had played first team cricket discussed the second team inter-league fixture and there was a limit of two players selected per club. The team selection was given to all clubs at the end of the meeting.

Umpires: Concern was expressed about foot - holds at several clubs where the same wicket was being used several times.  Bowlers were unable to keep to their normal run up which was causing all sorts of problems, as the repairs were often soft. Clubs were informed they should allow plenty of time for repair.

 Umpires for the second round of the cup were appointed on availability and not marks because all teams were not completing the mark sheet. There were big problems with Eagley and Farnworth (both teams) and Westhoughton and Kearsley seconds. The chair man encouraged teams to fill them in, so that the umpires could follow the wish of the captains to appoint umpires with good marks to cup matches.

The July newsletter was distributed to clubs

Juniors: Mr Dearden would hold 2 separate courses for batting and bowling for 14 +. It was felt some players from each club should be selected as it was being funded by the clubs Nominations would be asked for shortly.

 The committee approved the fines as stated in the junior minutes.

 The Reuben Mather final had been postponed and the two clubs were asked to meet with AB to arrange the game for a time within the next two weeks.

 At the cricket Development meeting it was announced the MR Fletcher would be running winter nets for the Bolton District team.  Local leagues would be asked to nominate some coaches to go on the selection panel. Boys who played at school but not for clubs could be selected.

An appeal from Heaton re the U15s cup was imminent.

 Registrations. A deputy Professional had played in place of Little Levers professional. A medical certificate was needed by the weekend

Transfers Kevin Kirkpatrick Ea to LL

 Members of the committee had been asked to approve the transfer of Nigel Partington under rule 13(e). After some discussion of the word  “exceptional” the committee agreed, by 11 votes to 4 to transfer Mr Partington , as Egerton had signed the transfer form. It was agreed that this decision and the timing of the meeting should not set a precedent and all future requests should be taken on their merits.

It was agreed that the two other players that clubs wished to register did not comply with rule 14(c) and that for a wavier of rule to permit a player not conforming to Rule 14 (c) to play in a second team or junior team would require the unanimous consent of all 14 clubs at a full league meeting

 Tonge’s request to play an overseas player for second team cricket was defeated

Disciplinary:  The following penalties had been imposed- N Ishmail ( To) 2 matches suspended, A Lawson (LL)  2 match ban and 4 suspended , P Tonge (LL) 2 match ban from junior cricket.  A Mayers (WE) £100 suspended fine. G Carson (HE) ( written warning as to future conduct. M Ward (HE ) 2 match ban and two suspended, M Martin  (LL)2 match ban,and 2 suspended J Kerrigan  (LL)2 match suspended. There were still 2 outstanding reports to be dealt with  Two clubs had dealt with players concerned  themselves which was pleasing to see.. 

 Mr Kay said both he and Mr Morris had attended a lively discussion at the umpires meeting.

Cup Draws: Hamer cup HE v GR and WE v FA   Birtwistle Cup B v WA and Ho v FSC

MEN Meeting: A protest had been lodged by the North Lancs league over the Northern League playing an ineligible player. If that was proved then the Northern league were prepared to concede the match. There was a possibility the MEN would  not continue to sponsor the competition , in which case , Unibond might.

AOB:   Clubs agreed to join a Groundsman Association.   The league would cover the cost of £5 per club

The meaning of a suspended match ban was discussed in relation to inter-league games. Suspended matches don’t effect inter-league selection if a player is serving an actual ban then he cannot be selected.
