MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

 

28th FEBRUARY 2005

 

 

 

Apologies: John Hutchinson, Derek Kay and Eric Smith.

 

Minutes of the January Meeting: These had been circulated previously, and were approved as a correct record.

 

Matters Arising: A meeting with Little Lever C.C. has still to be arranged. Money outstanding from Farnworth S.C. has been sent.

 

“Safehands” The clubs unanimously approved a slight variation on the ECB recommended wording to be incorporated in our Rules. Clubs must also incorporate similar in their constitution.

 

Sub-Committee Representatives:  The Committee Chairmen had been appointed at the previous meeting and club committees had decided the following were their club members most suitable for the Committees;

Ground – D. Morris (Chairman), G. Waterworth (Eagley), J. Greasley (Farnworth), R. Sandiford (Heaton), D. Wilson (Horwich), B. Hardman (Little Lever).

Discipline – D. Kay (Chairman), E. Smith (Umpire), C. Walsh (Farnworth S.C.), S. Thomson (Kearsley), D. Barlow (Tonge), P. Garnett (Walkden).

Competitions / Registration – J. Hutchinson (Chairman), R. Fallows (Secretary – Astley Bridge), Mrs. A Morris (Bradshaw), S. Bannister (Egerton), T. Hayes (Greenmount), S. Parker (Westhoughton).

 

Correspondence: Information from the League Cricket Conference, now outdated, had been e-mailed to clubs. Information regarding the Licensing Laws will follow.

Changes have been made to the rules regarding working holiday permits.

E-mail from ECB concerning NatWest CricketForce had been forwarded to clubs previously.

 

Finance: Treasurer reported a balance of £5400, including coaching and reserve funds.

 

Juniors: In future minutes will be sent to Junior Reps and E-mailed to clubs as they were last year.

There are funds available after the hire of Sports Halls for Coaching, to run additional courses for coaches and young players. The first of these will take place on 24th March.

Almost all clubs have entered junior teams at all levels.

The Reuben Mather competition will not take place in its present form.

Bradshaw C.C. received approval for the shirts to be worn by their Under 11 team.

 

Umpires: The expenses for 2005 will be £28. An umpire standing alone will receive £35 and umpires will receive £12.50 if a match is called off inside the first hour.

The Umpires’ Dinner will take place at Astley Bridge C.C. on 14th March.

An introductory scorers’ course, over three weeks, will commence at Astley Bridge C.C. on 8th March at 7.30pm. The course is free for Bolton League scorers.

 

Handbook: Clubs should check their E-mail contact details.

Club officials are still awaited from the following clubs; Farnworth S.C., Greenmount, Heaton and Kearsley, and junior team managers from; Eagley, Farnworth S.C., Greenmount, Heaton, Kearsley, Tonge and Westhoughton.

A copy of the Jake Tatlock cup final scorecard is also required.

Information should be sent to Peter Stafford by the end of this week.

 

Other Cricket Reports: The LCCC Handbook will not contain any League cricket.

The Bolton League will only order one copy instead of the usual 20.

 

Child Welfare: Mike Buckley now knows the name of all 14 club Welfare Officers and the Umpires Association Welfare Officer. These will be registered with the County.

CRB applications can be certified at Bradshaw C.C. on Sunday 6th March from 7pm.

 There will be a Child Protection course at Bradshaw C.C. on 14th April.

Further information from ECB on Child Welfare will be sent to club Welfare Officers. Information includes; Child Protection Implementation Plan (also to be E-mailed to clubs), CRB Checks, Self Declaration Forms, Welfare Officer Notification, Model Club Constitution, Guidance for Coaches Teaching in Schools, Guidance for Schools Employing Cricket Coaches, Reporting Procedures, Guidance on the Use of Photography, Permission for the use of photographs and recorded images, Transport, and Club Changing Policy.

Certain aspects of the policy do not have to be implemented before 1st April 2005, but may be implemented sooner.

A League and club photography policy will have to be agreed with the Bolton Evening News.

 

Registrations: The following players have been transferred; P. Rayment (Heaton to Bradshaw), J. Dakri and P. Tebay (Astley Bridge to Egerton), M. Daley (Heaton to Farnworth), S. Harrison (Horwich to Farnworth S.C.), C. Evans (Bradshaw to Egerton), I. Warren (Tonge to Astley Bridge).

 

Any Other Business: A letter from the Ground Committee will be circulated with these minutes. There will be a preliminary ground inspection later this month. The Ground Inspection can impose penalties for failure to adhere to the Laws of Cricket or Bolton League Rules, after warnings have been issued.

Umpires will be submitting a form after each match covering various aspects of the game and the home club. This was passed around the meeting.

The League will pay the affiliation fee for the clubs to the LCB Ground Association.

The Inland Revenue are presently at FSC and there is a possibility that tax may be deducted for scorers of a taxable age.
