MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW CC

Minutes of May meeting: These had been circulated previously and were agreed to be a true record.

 

Matters arising: FSC still had to show the treasurer their insurance cover. They would be fined in accordance with league rules.

 Licensing Laws. Mr Sandiford had spoken to the AB councillor Hilary Fairclough re the problems the Cricket clubs were having and she promised to take on board want he said.  The unit at Minerva House had people who can assist clubs with their applications but would not give advice to clubs. If clubs wrote down everything they had done over the last 5 years on the form then all things should be covered.

Welfare. All clubs were up to date and their welfare officer would get a list of all those who had been checked and were asked to note the CRB numbers of all concerned. In the season 2006 all senior players would need to be CRB checked

Finance The Treasurer reported a balance of £7300. He was still awaiting the annual coaching fee of £100 from HE, TO, WA and FSC The following fines were read out covering the Matches from April 23rd to 18th June.

Mr Kay mentioned sponsorship and informed the meeting discussions were taking place with two different sponsors, one for the league and one for the Hamer Cup

 

Umpires: The meeting with the Captains had been held. Clubs not attending would be fined. The marking of umpires was causing concern with only a 50% return. Captains were told they would be fined for not returning them.Mr Kinder was still getting cards with no umpires names in spite of there being several documents for captains to refer to. Team cards, scorebooks etc

 The third edition of the newsletter was issued to captains and the beamer was discussed.

Concern was given over umpires missing a no ball for the number of fielders in the circle. Players wanted the batsmen to notify the umpire he had missed a no ball, but the umpires at their meeting, decided that if it was missed then so be it, it is just the same as calling a five ball over or missing a foot fault no ball.

  

 Captains were asked for their opinions on cricket in the league in general and the following points were put forward.

v      Play one cricket rules- most runs wins, one-day wides and limited overs per bowler.

v      Allow more time for overs to be bowled due to placement of fielders within circles.

v      Start all games at 1 p.m.

v      No circles for second team games

 

 In the Bradshaw /Egerton match, the umpires confirmed Bradshaw’s overs were bowled inside the allotted time.

The umpire’s representative assured the meeting that all clubs were told if they went over time with their overs and the matter was written on the ground card which went to the league secretary.

Bradshaw asked why their changing facilities often got an unsatisfactory mark, may be it was because there was no privacy at the tea interval.

 

 Juniors:  Matches were rearranged without too many problems when the Hamer and Birtwistle cups over ran

 There had been a complaint by Bolton Schools re the arranging of an U15 interleague  (Michael Roach Trophy) in school time because of pupils exams. It was agreed in future these would not be arranged in school time

 There had been problems with the Mervyn Porter game between Bradshaw and LL. with arrangements changing at the last minute and the game not being played. It was agreed by a large majority that LL would now say when the game was to be played.

 

  Competitions and Registration committee:

 M r Fallows reported all professionals contracts had been seen. I Tattersall had been transferred from BR to TO. The following players had been registered J Thornley (KE) M Williams (HO) R Howley (GR)) D Meir (HE) S Small (EA), R Brown (EA) L Proctor (KE). There was a query re the registration of M Patterson  (FA), which would be looked into.

 Egerton asked for a deputy professional for three weeks while their professional was called back to a training camp.  Permission was given providing he returned by July 18th. This was to include a Hamer Cup match.

The competitions committee had met and would issue fines for minor infringements reported on the ground cards ranging from £5 to £50.

 The Heaton/Little Lever game was to be replayed, due to LL playing a professional against advice from the League. After a lengthy discussion both clubs had seven days from the 27th of June to arrange the replay. If they cant agree then, they can appeal within the seven days. A one-vote majority agreed this.

 

 

 

 Discipline. The following penalties had been imposed.

 M Stewart 2 match suspended ban, R Northrop 2 match suspended ban. P Rayment 2 match suspended ban, D White written warning, A Kerr written warning, A Glover 2 match ban, A Mayers 1 match suspended ban, A Williams 2 match suspended ban, M Fray 1 senior and 1 junior match ban

  Interleague matches Bolton league will play The Ribblesdale league at Read on July 10th

The second team interleague side will play at Crompton on July 10th 1.30p.m. Start and the colts will play the Bolton Association at Egerton on the same day

 

 League Cricket Conference: ECB are developing a computer based management system, which will contain a register of players facing sanctions.

Umpires will in future be responsible for determining if a youngster is a fast bowler.

One league was suggesting a rule in which no player who is under a current suspension imposed by any recognised cricketing body, whether in this country or abroad shall be eligible to play in their league.

Warwickshire CL had reported a member club for not having appointed a Child Welfare Officer and threatened expulsion of the club from the league.

 

MEN The first match the Manchester assn had in this competition was rained affected Four balls were bowled in an over when a downpour occurred. 8 runs had been scored off these 4 balls, which eventually decided the match

 

AOB: It was suggested our inter league side should be kitted out with caps, sweaters and shirts.

AB had shirts for their U11 team approved.

The Chairman suggested a small committee be set up to look at the wording of the rules in the Handbook.

 U15s at FSC had got through to the LCB semi final and Greenmount first, were in the Quarterfinals of the Lancs KO. Horwich had been beaten in the Area final of the National KO and were congratulated for getting so far

 

 Date of next meeting. 25th July. Clubs were reminded to bring their 6 starred players to that meeting.
