MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

 

26th SEPTEMBER 2005

 

 

 

Apologies: None. Kearsley C.C. were not represented.

 

Minutes of the August Meeting: Circulated previously these were agreed to be a true record of proceedings.

 

Matters Arising: Farnworth S.C. have sent their coaching fee. The R&C committee have still to meet to discuss fines imposed.

 

Correspondence: Farnworth C.C. nominated Eric Wallwork for the Hubert Pendlebury Award.

The Secretary distributed leaflets detailing the LCB Coach Education Programme for Winter 2005/6. The Secretary was asked to write to the LCB expressing concern about the cost of the courses.

Details of the National 20/20 competition (WISECommunities@aol.com) had been e-mailed to clubs previously.

The Secretary is awaiting a reply from the LCB Secretary about the LCB Registration System but recommended to the Committee that we don’t rush into making changes to our present system.

Details of Child Protection related courses were distributed.

Proposed Amendments to Rule were discussed briefly. Final proposals should be sent to the League Secretary by 21st October.

Further amendments will be e-mailed or posted to clubs later this week. They will be headed “second draft” as some wording will have changed and new proposals added. Original copies should be destroyed.

There is a Second Team Forum at Heaton C.C. at 7.30pm on 28th September. Clubs are encouraged to send at least one second team player to partake in the discussions, but fines will not be imposed on clubs unable to do so.

 

Sponsorship: Mr. Kay updated the Committee.

 

Finance: The Treasurer reported a balance of £4000 with £1980 in the Junior Coaching fund.

 

Umpires: A scorers’ course starts at Astley Bridge C.C. on 27th September from 7.30pm. There will be an umpires’ course at the same venue from 10th January.

The R&C Committee was asked to look into the poor response from clubs regarding the Umpires’ Report Forms.

Clubs were given a copy of the draw for the Axford Indoor KO, at Little Lever Sports Centre from 8th to 29th January 2006. Due to re-decorating at the Centre it may be necessary to use a different coloured match ball.

 

Juniors: The Junior Presentation will be held at Little Lever CC on 4th November. The event will be organised by a sub-committee comprising Bill Stevenson (Chairman), May Barlow, Mike Buckley, Eric Smith and Roy Stafford.

A report had been received concerning the conduct of Bolton League players at the Michael Roache Under 15 final. The LCB are dealing with the matter initially then our Disciplinary Committee will consider the issues raised. Concern was expressed at the last junior meeting about the behaviour in junior cricket. Special mention was made about the poor conduct of both teams in the Jake Tatlock final.

Details of the Winter Coaching Programme will be included with the Junior Minutes. Clubs are asked to nominate two players at each age level. It was agreed the Senior Committee should have a breakdown of costs after the programme is complete.

17th October is the last date for proposed changes to junior rules to be received by Mike Buckley. The next junior meeting is 20th October, with the Junior Section AGM on 24th November.

 

Registrations and Competitions Report: The R&C Committee would be dealing with the Kearsley v Tonge fixture that Tonge had refused to play.

A meeting had been held with Frank Hinks regarding the transfer to Andy Patterson. Ron Fallows outlined the proposed changes, which would allow electronic registration of a player, but with the registration / transfer still supported by the signed documentation. There was also a suggestion that only nominated officials at a club be allowed to sign transfer forms. Clubs also need to take more care when updating their registration lists pre-season.

Two clubs have played without professional and will be fined. The League Secretary will advise the Treasurer of the exact amount. 

 

Discipline: Mr. Kay will be e-mailing the League Secretary a list of disciplinary action taken. A letter will be sent to Tonge CC regarding an incident between a spectator and a player in their match at Farnworth. ECB guidelines and the ECB Code of Conduct cover such incidents. 

 

Ground Reports: Mr. Morris congratulated the umpires on the number of reports returned.

Next year the Ground Committee will be dealing more strictly with clubs whose grounds are not up to standard, or whose equipment fails to comply with League Rules. A report on this season will be sent to every club in the near future.

 

League Dinner: The League Dinner will be held at the Town Hall on 11th November. Tickets are £20 and clubs will be invoiced £25 for raffle prizes. Roy Stafford will be contacting clubs for the numbers attending.

 

Any Other Business: First and second team averages (league and cup) should be sent to Peter Stafford as soon as possible.

Little Lever were congratulated on their staging of the Trinity and Lyddon Trophy Cup matches.

The Chairman will discuss the League website with Paul Rayment. It was strongly recommended we follow the example of many other leagues and make the website “unofficial”.

 

Prize Claim Meeting: This will be held at Bradshaw CC on Monday 3rd October at 7.45pm.

Clubs will be fined for not attending or submitting inaccurate claims.
