MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW CC 26TH JUNE  2006

 

A minutes silence  was held in respect of David Farnworth from Bradshaw CC

 

Apologies: P Stafford, R Taylor, E Smith.

 A progress report on the health of Mr Stafford was given

 

Minutes of the May meeting: These had been circulated previously and were approved as a correct record.

 

Matters arising:  The treasurer would notify the clubs who had not produced evidence of their Public liability insurance and they would have until the 7th of July to do so to avoid further action being taken.

The Hulton Trophy had been purchased and it was hoped Walkden would contribute to the cost as it was in their possession when lost.

 

 Correspondence: A venue was required for the 2nd team inter-league match against the CLL and Little Lever had volunteered.

Egerton had a special  six a side event organised on the 30th of July so asked that the postponed fixture not be arranged for that date.

The Manchester and District Cricket Association had written requesting a match in aid of one of their players who had been seriously injured . The secretary had written back saying we couldn’t have a fixture but a perhaps a donation would be sent. The committee agreed to send a donation, the amount being left up to the Treasurer.

 

Finance:  The Treasurer reported a bank balance of £5000. FSC , To and WA had not responded to the invoices he had sent out.

It was agreed to waiver the £15 fine for non attendance of clubs imposed at the special meeting at Farnworth. It was suggested the notice for the meeting was too short and members asked that in future they be notified in plenty of time. HE were unaware the meeting was to take place.

Clubs would be notified of fines for match cards and umpires mark cards by the Treasurer.

 

Umpires:Mrs Knott commented on the fact no umpires  mark cards had been received from Kearsley 2nd and only 1 from Walkden first

The June issue of the newsletter was distributed to clubs.

One of our umpires had resigned over an incident at a club while a spectator at a match and the club had received a letter as per discussion at the last league meeting. It was hoped the club would deal with the matter.

Comments were made as to the gamesmanship at the To v Ke 1st team game. The umpires were able to issue 5 penalty runs  during the last hour but what use was that when a side was quite a way off the total. Once again the umpires were put under pressure for a team to secure a draw under the new points system. It was something that needed to be looked at.

Mr Morris asked about the procedure to report umpires and Mrs Knott explained how the umpires committee meet to discuss matters from Mr Kinder and the umpires mark cards.If an umpire was marked poor then we needed to know why,

It was not possible for a club to say they would not have an umpire at their ground again.

 Umpires were told not to travel by Horwich on the 20th May  which is not supposed to happen and the umpires were owed £12.50 as  this  had happened previously at Bradshaw

 

 Juniors: The U18  1st round cup matches would be played on the second round date

Progress was given on U18, U15 and U13 inter-league games.

One set of fixtures had been unplayed and dates were being looked at.

 

R and C report It was agreed the rule 26 (o) applied only to result sheets and the R and C committee recommended that failure to submit First team  results , for the first offence, a £10 fine would be issued and £20 thereafter . The results had to be phoned or sent by  text to the secretary by 8.30 pm or as soon as possible  at the end of the game if the game finished after 8.30p.m.

Clubs playing a banned player would be classed as playing an ineligible player and the rule 7(a )would be followed.

FSC had sent in a protest over  points deduction, but this was not upheld.

Ground report: Mr Morris said he had spoken to the umpires about the problems re cards. Information on them was too condensed to be of real value. The main points of concern were  covers with holes in and no covers for the bowlers run ups and the boundary edges which were now becoming over grown.

Bradshaw still had no separate umpires accommodation but assured the meeting that a container had been ordered which would be used in part for storage and as an umpires changing room. It should arrive any time now.

 

Discipline: Mr Hayes said he had received 4 reports. Andy Kerr and Paul Hart had received written warnings from their clubs. Simon Anderton had received a written warning and a 2 match suspended ban and Mike Bennison had received a two match ban against which he appealed. The appeals committee altered the ban to a 4 match suspended ban  The ban would come into force  if he or any of the first team players were reported under points 2,3 or 4 of the new disciplinary code.

 There were 4 still to deal with.


Hamer and Birtwistle Cup draws :  Hamer Cup – GR v WA  and TO v EG

Birtwistle cup FSC v WE and FA v BR

 

Re arranged fixtures. It was agreed unanimously the fixtures which should have taken place on April 23rd  would be played on the 10th of September.. The May 20th fixtures might be able to be sorted out at a later date.

 It was agreed clubs could alter the start time to 1 pm if they wished for matches on July 1st. Clubs were to inform the league secretary by lunch time on Friday if their games were being brought forward to 1.pm. Clubs would be told who their umpires were and it was up to the home side to notify the umpires of any change in time. Once a time was logged with the secretary all other playing conditions apply.

 

 Other cricket reports: The secretary would E mail the  minutes of the league cricket conference to all clubs.

 

Lyddon trophy:  The chairman said he had some proposals for this competition but it was too late for this year . Mrs Barlow said the draw would be made when she knew who the clubs were that were participating

 

Any other business.

 The Westhoughton professional would be missing for this weekend because he had been called back for a higher level of cricket so the club was allowed a substitute professional

It was agreed a player who was on a suspended ban or written warning could play for the league .

 Horwich asked about their place on the rota as the trinity trophy was being played at Bolton CC this year. They were assured their turn would be next year for inter-league games.

In the U15s , concern was expressed about an Australian playing and the registrations secretary  assured all, he was an ex patriot and fulfilled all the criteria allowing him to play and had been registered correctly.
