MINUTES OF THE GENARAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

Minutes Silence: Frank Thompson, Kearsley C.C.

 

Election of Vice Chairman: After David Morris had explained why Derek Kay would not be involved with cricket for a while for health reasons Mike Hall was elected Vice Chairman.

 

Apologies: D. Kay. Eagley were not represented.

 

Minutes of the March Meeting: These had been circulated and were agreed to be a correct record.

 

Matters Arising: Run Rate – the run rate for the first innings should be recorded in both scorebooks at the interval between innings and the score required to win should be shown on the scoreboard. Rules 26(f)ii “Note: if tea is taken before play commences, a further two overs per innings will be added to the existing allocation.” and 26(f)iv “”If at 7.15pl LESS than 17 overs are left, the difference between 17 and the overs left is to be regarded as overs in hand and the overs to be deducted will be one for every three and a half minutes lost, less the overs in hand.” are now superfluous.

First team match cards should be sent to Steven Merry. Because of a problem at the printers the cards are not ready yet, but the Secretary will get a supply of them to clubs before weekend.

First team results must be phoned to the Press Officer before 8.45pm on the evening of the match, and second team results must be phoned before Wednesday.

 

Correspondence: The ECB Model Disciplinary Guidelines www.play-cricket.com have been e-mailed to clubs, who should make them available to players. Clubs were handed copies of the ECB Code of Conduct for their notice boards.

Several clubs said they had not received a copy of the LCB News.

Clubs were given cards containing the revised requirements for young cricketers.

The Secretary said the ECB is aware that there is at least one case of a league being investigated by the Commission for Racial Equality relation to applications from clubs wishing to join their league. Clubs agreed unanimously that there are no current vacancies in the Bolton League and the status will be indicated in future Handbooks (Rule 3).

 

Finance: The Treasurer reported a bank balance of £2689.33 with £5909.35 in the Junior Account. A question about the necessity of a £100 deduction for coaching from each club was referred to the Junior Committee.

Following a discussion of League finances in general, it was agreed clubs be charged £160 for Handbooks.

Clubs were reminded they must provide proof of insurance before Saturday (Standing Order 9) or would be fined.

 

Umpires: Little Lever and Westhoughton did not have any representation at the Umpires / Captains meeting. Mrs. Knott said her colleagues were disappointed at the comments of two captains regarding the run rate calculations.

Sufficient report cards have been distributed to cover 1st and 2nd team matches up to the next league meeting, when further supplies will be issued.

Seven umpires have left the League.

Questions about run rates, especially on a match day, should be directed to the League Secretary only. Whenever possible these should be in the form of a text so there is less chance of miss quoting.

Clubs were reminded of umpires’ expenses for 2007.

 

Juniors: The Secretary said he was disappointed clubs had not sent information he had requested.

 

Registrations: Clubs were reminded of the Welfare requirements for overseas players.

The Committee agreed that if a club wish to play someone under11 in a senior match, written approval from a County Age Group Coach or an ECB Level 3 coach must be received by the Registration Secretary on the day before the first match he is to play.

The following players have been transferred; M. Chadwick (Eagley to Bradshaw), S. Shepley (Eagley to Astley Bridge), P. Rayment (Bradshaw to Farnworth), P. Ashton (Bradshaw to Tonge), R. Patel (Tonge to Bradshaw).

The following are outstanding and must be lodged with the Registration Secretary before weekend: professional’s contracts – Bradshaw, Eagley, Egerton, Kearsley, Little Lever, Walkden, Player Lists – Eagley, Egerton, Farnworth, Farnworth S.C., Heaton, Horwich, Kearsley, Little Lever, Tonge (Rule 12(a)).

In view of the unusual circumstances of the injury to Westhoughton’s prospective professional, the clubs agreed without dissent that the Club could sign deputies up to Grade 2, and may sign a permanent professional of any grade provided he undertakes to fulfil the League programme as expected by any other professional. The Club are asked to liase with the R&C Committee.  

John Hutchinson said David Lees, Welfare Officer at the LCB had been notified about Luke Perry’s departure from Farnworth S.C. to Little Hulton. So far there has been no response. Peter Stafford offered to take it up at the next LCB meeting.

 

Reports From Other Bodies: The LCB Handbooks should be available later this week.

The Junior Committee need to find venues for the Inter-League Under 18 competition.

Sponsorship for the Inter-League KO will total £4000. Junior officials need to organise the provision of Man-Of-The Match awards.

 

Discipline: The updated penalty guidelines will be e-mailed to clubs. The ECB will be notified of players who incur bans of longer than one match.

Ground Reports: David Morris said generally standards were not as high as previous seasons. The outfields had not been cut at Kearsley and Little Lever, and the squares at Heaton and Horwich were not as good as last year. Work had begun on the outfield at Farnworth S.C. leaving the ground in an unsatisfactory condition.

Mr. Morris suggested a meeting of groundsmen later in the year, and he will contact clubs on a personal basis to arrange a scheme for the assessment of the grounds.

Clubs are asked to have a chain or tape available for the first match so the umpires can check the dimensions of the pitch.

 

Fantasy Cricket: This is being run again via the Bolton Cricket website www.boltoncricket.co.uk or by completing the forms distributed at the Umpires / Captains meeting and returning them to Cricket World. Details from 01204-304321.

 

 Any Other Business: The Committee were reminded a sub-committee needs to be formed to organise the League Dinner.
