MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELS AT BRADSHAW C.C.

 

22nd FEBRUARY 2010

 

 

Apologies: The Treasurer, E. Smith, and R. Sturch. Kearsley C.C. were not represented.

 

Minutes of the January Meeting: There has been circulated and were agreed to be a true record of proceedings.

 

Matters Arising: The Sub-Committees as set out in the minutes were ratified.

The Secretary had been in touch with the Central Lancashire League Secretary, and explained why he would not be pursuing his plans for a Greater Manchester Premier League.

 

Correspondence: Papers detailing the LCB OSCA’s 2010 were distributed.

The League Cricket Conference minutes had been emailed to clubs previously.

Bolton Sport and Physical Activity Awards 2009 – attached.

Bolton Community Transport – attached.

 

Finance: Report emailed earlier.

 

Umpires: The Umpires / Captains meeting will be held at Farnworth Social C.C. at 7.30pm on Thursday 15th April. The usual fines will be imposed if the first and second team captains or a senior playing representative do not attend.

The LCB AOCO are organising a Basic Scorebook Entry course leading to a level one Scoring Course from 7.30pm to 9.30pm at Astley Bridge C.C. on 23rd and 30th March and 6th and 13th April. The fee for the basic course is £5 and £10 for the level 1, but the fees can be claimed back by Bolton League clubs via the Junior Section.

An umpiring course aimed at junior team managers will be run at Bradshaw C.C. on Tuesday 20th April from 7.30pm.

 

Child Welfare: Child Welfare spreadsheets will be sent to all clubs and must be returned by 30th March.

There is a CRB signing off evening at Bradshaw C.C. on 9th March from 7pm.

 

Axford Indoor KO: The Chairman congratulated Walkden on their victory against Eagley in the final.

It was agreed Bolton School should be booked for 2011 but other venues will be considered for future years.

A review of the game and the positioning of the officials may be necessary.

 

Discipline: As noted in previous minutes there are still two incidents from one match at the end of the season outstanding. These had been reviewed by the Disciplinary Committee who feel that because of our Rules, the ECB Guidelines and the time lapse, enforceable action could not be taken. Mrs Knott said the Umpires Association in general and the officials involved in the match in particular had been incensed by the lack of action.

Reasons for the lapse were given and it was agreed the Secretary would send an apology to the Umpires Association on behalf of the League.

 

Juniors: As set out in the junior minutes, the qualification for the Lancs KO competitions has been changed. The closing date for nominations is 4th March.

 

Professionals: The Committee agreed that Farnworth S.C. could engage Luke Perry as professional subject to CRB clearance. The Secretary reminded clubs that those signing professionals who were not or no longer first class had to provide the Committee with three season’s stats and obtain permission from the Committee prior to a contract being signed.

The President had been given the name of a prospective UK based professional.

 

Administration: Paul Rayment had very kindly created a means whereby clubs could submit information via the Bolton Cricket website.

Clubs must record first and second team results, including points by 10.30am on the morning after the match, and a full first team scorecard by Tuesday evening. Umpires’ marks must be submitted by Thursday evening. Each club will be provided with a password and the information will be confidential.

 

Handbook: The Secretary explained that the Handbook had been compiled and printed using Apple Macs. The disc had been passed to the Secretary but attempts to retrieve the information had so far been fruitless. Members of the Committee with contacts in the printing industry offered their help, but with time running out there is a possibility the 2010 Handbook would be little more than a fixture list plus rules with the remaining content only available via the Bolton Cricket or Playcricket websites.

 

Grounds: There will be a comprehensive pre season pitch and facilities inspection 7 to 10 days before the start of the season. Clubs will be notified of the precise dates and times nearer the inspection.

 

Lyddon Trophy: Astley Bridge, Egerton, Farnworth, Heaton, Little Lever, Walkden and Westhoughton confirmed they will be entering, Greenmount confirmed they will not. All other clubs are asked to contact the Secretary by 1st March so Little Lever can make progress with the arrangements. Concerns were raised about other clubs who had taken part in previous years.

 

Development: The Chairman requested that clubs let the Secretary know  by 10th May the ways they would like to see the League progress (form to follow), or if they were happy with the status quo to also let their feelings be known.

 

Any Other Business: The Chairman said he would like to remove AOB from the agenda except in exceptional circumstances, with reps and officials contacting the Secretary in advance of the meeting so items could be put on the agenda.
