MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

 

29th MARCH 2010

 

 

Apologies; The President and the Treasurer. All clubs were represented.

 

Minutes of the February Meeting; These had been circulated and were approved as a true record.

 

Matters Arising; Around half the CRB forms have been returned to Mike Buckley by clubs. It was agreed that the deadline be extended to 19th April, with a £50 fine for non-compliance. John Hutchinson also requested that all professionals and first and second team captains be CRB approved or in the process by this date.

The Lyddon Trophy draw and updated rules have been distributed. The umpires agreed to write to Little Lever outlining their grievance with the club over incidents at last year’s final, giving the club the opportunity to respond. The parties concerned will discuss the appointment of umpires for this year’s competition at a later date.

 

Correspondence; Details of the following have been emailed to clubs by the Secretary – Time to Listen Course at Old Trafford 22nd April – SPC2 Course at Old Trafford 6th May – Managed Migration and Legal Update from League Cricket Conference – ECB Guidelines on Young Players - Food Hygiene. The Chairman spoke to the Committee about food hygiene and licensing. 

Clubs in the Bolton Area who do not receive ‘Jumbo’ the Bolton Community and Voluntary Services Publication can access it via www.boltoncvs.org.uk funding information is also available via www.boltoncvs.org/big-bolton-funds-grants.

The Committee approved a sponsor’s logo on Tonge’s team shirts.

 

Treasurer’s Report; (Attached / enclosed). Egerton and Astley Bridge provided proof of their public liability insurance, clubs who have not provided proof by 19th April would be fined.

 

Funding; The Chairman is to meeting with Cricket Development Officer Bobby Denning in April. A related letter from the ECB Director Andy Hayhurst is attached or enclosed.

 

Umpires; Clubs were reminded that the Umpires’ / Captains’ meeting will take place at 7.30pm on 15th April at Farnworth S.C. Clubs will be fined £25 if the captain, vice captain or a senior player from the first and second team does not attend. Special dispensation for the attendee was granted to Little Lever and Tonge. As admin via the Boltoncricket website will also be discussed scorers and club officials are also invited.

Bolton School has been booked for the Indoor Cricket on 9th, 16th, 23rd and 30th January 2010.

There are still vacancies for novice or experienced scorers on a Scorers’ Course, which began last week. Contact Karen Knott for details.

 

Juniors; There is a Young Leader’s Course at St Joseph’s, Horwich on 18th April. Mike Buckley will be sending clubs information on how this can benefit young boys and girls. The Bolton League will pay half the cost.

 

R& C Report; Usman Tariq was unanimously approved at Walkden’s professional and Phil Ingram approved by a majority as Eagley’s

There was one transfer – Matthew Hicks (Little Lever to Farnworth).

The following clubs have registered professionals (grades in brackets); Astley Bridge (2), Eagley (1), Farnworth (1), Farnworth SC (1), Greenmount (2), Heaton (2), Horwich (2), Little Lever (2), Walkden (1) and Westhoughton (2). Clubs who have not registered a professional and submitted the required documents with Ron Fallows before the first match will only be permitted to play a deputy of grade 1.

The Committee agreed in principle to approach the Bolton Association with a view to playing at least one 20/20 mid-week match.

The Secretary said he would email all clubs a document relating to Community Amateur Sports Clubs.

 

Grounds; Subject to confirmation grounds will be inspected on the following dates, with the first inspection at 2pm – Thursday 8th April, Farnworth, Westhoughton and Horwich, Monday 12th April – Walkden, Kearsley and Farnworth SC, Tuesday 13th April – Tonge, Bradshaw and Greenmount, Wednesday 14th April – Eagley, Egerton, Astley Bridge and Heaton. To be arranged – Little Lever.  Clubs were given details of what the inspection will cover.

There is a Level 1 Groundsman’s Course at Middleton C.C. on 8th April and an Open Working Day at Haydock C.C. from 10.30am to 3pm on 17th April. The latter is also suitable for bowling green groundskeepers.

There is a £6000 scarifier available for hire.

 

Discipline; John Hutchinson outlined the changes to the reporting guidelines.  Umpires will now have to rate offences in one of three categories, minor, standard and serious. To accommodate the change in approach, the existing guidelines have been deleted from the Handbook. However the Secretary has emailed the revised ECB Guidelines to clubs and it is recommended these are displayed on each club’s notice board or in the changing rooms.

 

Handbook; The Secretary thanked Ian Pilkington, Simon Ainsworth and especially Mike Buckley for their assistance. Following several scares the Handbook is with the printers and because of the late submission due to technological problems there may not be time for it to be proof read.

There will be a significant saving of several hundred pounds on a typesetter and the Secretary requested that if the Handbook is produced in a satisfactory state this year, that the League give consideration to purchasing a computer for the sole use of editing and updating the Handbook in future years.

 

Play-Cricket; The Play-Cricket website www.play-cricket.com was designed with the recreational game in mind. Clubs have their own site, which can be used for imputing scores, results, photographs and other information for all teams, and can be used for calculating averages at the end of the season. Clubs including Greenmount and Westhoughton make extensive use of it.

The Secretary said he would email Chris, the administrator and ask him to make contact with our clubs.
