MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

Apologies; Eric Smith. All clubs were represented.

 

Minutes of the March Meeting; These had been circulated and were approved as a true record.

 

Matters Arising; Farnworth were given to Friday of this week to return their Child Welfare documentation without further penalty.

The Secretary read correspondence between the Bolton Association and himself regarding proposed 20/20 matches and a meeting between the two leagues.

 

Finance; Statement attached / enclosed. Bradshaw are still contesting the fines from 2009.

Mr Monks will contact club Treasurers with a view to setting up direct debits effective from two weeks into the month after clubs are invoiced.

 

Umpires’ Report; There has been a vast improvement since clubs have submitted marks via the boltoncricket website, although a small number of clubs will be fined for failing to submit a report even after they have been reminded. If an umpire is marked ‘poor’ the captain must say why. Umpires’ names are on the match card and also in the scorebook. Captains must sign the scorebooks.

Umpires must report scoreboards that don’t display the required information (Rules 11b and 25aa). The R&C Committee has agreed offending clubs will be fined £5.

 

Juniors; Submission of junior results has also improved.

Under 18 cricket continues to be a problem for some clubs and alternatives are being considered.

The Junior Secretary will contact clubs to find a venue for the inter league match on 13th June as work is being carried out at Westhoughton.

The Under 18 inter league team were defeated by the CLL in the final carried over from 2009. We were at a disadvantage as two of our players had been selected to play for the Lancashire Colts on the same day while the CLL had been allowed to withdraw their players.

The Secretary suggested that we contact our future opponents when there will be a clash with Colts games to agree if both teams are to withdraw players, or neither.

The R&C Committee have met to discuss Farnworth’s lack of junior teams, but this is subject to an appeal.

 

Disciplinary Reports; Second team players from Heaton, Little Lever, Greenmount and Westhoughton and a first team player from Westhoughton have all been banned for two matches. No further action has been taken against a captain who entered the field of play without the umpires’ permission. Letters have been sent to the Chairpersons at Astley Bridge and Westhoughton following an incident in a second team game and the Disciplinary Committee are satisfied with the response from the clubs.

As in previous years players have the option of taking a club match of similar duration, for example National or Lancs KO matches, as part of the ban, but the ban must commence with a Saturday match and the matches must be consecutive. A player banned in a second team match must have played in the first team previously that season for his ban to include a non – Bolton League game.

Clubs are reminded foul and abusive language towards an official carries a minimum four-match ban.

The Chairman expressed his concern about the excessive number of disciplinary incidents so far, and made reference to the ECB Code of Conduct.

 

R&C Report; Tonge have signed a professional, but Astley Bridge still have to engage deputies.

The following players have been transferred; M Chadwick (Bradshaw to Eagley), P Tong (Tonge to Walkden), Z Khan (Tonge to Heaton), G Carson (Farnworth to Heaton), J Cooper (Egerton to Eagley), M Hicks (Farnworth to Tonge), M Dawson (Greenmount to Tonge), D Joynson (Farnworth to Tonge), J Rushton (Farnworth S.C. to Farnworth), M Dearden (Bradshaw to Tonge), J Swift (Walkden to Farnworth).

T Hayes played for Walkden before being transferred, but no one registered a protest. Farnworth were asked to deal internally with the issue of the signature on the transfer form. The League normally accepts the signature of any official listed on the club’s page in the Handbook.

The Committee agreed to transfer Z Khan back to Tonge but will not approve any further transfer for the player before the May 2011 meeting.

Rule 12(b) covers eligibility of and registrations for clubs with a third senior team.

Transfers of junior players under Rule 12 (d) must be approved by the Senior Committee.

Should a team inadvertently breach the Fast Bowling Directive it is unlikely action will be taken against the club, however the umpires must make a report to the R&C Committee if there is incorrect information on the match sheet or if a bowler continues to bowl after his captain has been advised he in breach of the Guideline.

Once a bowler has exceeded ten overs in a Hamer Cup match no other bowler can bowl more than ten.

In a Hamer or Birtwistle Cup tie, if a bowler exceeds his allocation, once this has been brought to the umpires’ attention by the scorers or opposition, another player must complete the over without exceeding his own allocation.

Infringements should be brought to the attention of the officials as soon as they occur.

Cricket Development; The Chairman had a positive meeting with Bobby Denning and reminded clubs it is in their own interest to attend Cricket Development meetings and work toward ‘Clubmark’.

 

Handbook 2011; The Committee approved the purchase of a laptop computer and programme for the compilation of the Handbook in future years. The savings made with this year’s Handbook has already covered this

 

Inter-League; The Senior Inter-League team play at Furness C.C. on 13th June. It is very likely Farnworth with have a Lancs KO match then, and other clubs who have KO matches on this date are asked to let the Secretary know as soon as they are arranged so he can inform the selectors.

 

Proposed Amendments to Rule; A number have been received and circulated. They will be discussed at a future League Meeting.
