MINUTES OF THE GENERAL COMMITTEE MEETING



HELD AT BRADSHAW C.C.



28th MARCH 2011





Apologies: The President, Treasurer, Junior Secretary and Westhoughton.





Minutes of the February Meeting: These had been circulated previously and were approved as a correct record.



Matters Arising: The deadline for the Child Welfare spreadsheets has been extended to 14th April, but there will be an initial fine of £10 for non-compliance to be increased each meeting.
It is hoped the Handbook will be available in time for the April umpires’ meeting.
The Lyddon Trophy 2010 finals will be played on Easter Sunday 24th April. 10am Westhoughton v Little Lever, 1pm Walkden v Darcy Lever 4pm final. Times are approximate.
Clubs have all paid for their senior cricket balls, which will be arriving Thursday. Arrangements for distribution are in hand.


Correspondence: Literature from ClubCricketCover regarding insurance has been emailed to clubs. There was a brief discussion about the merits of separating player insurance from general insurance.


Treasurer’s Report: This has been emailed to clubs. There is £3500 in the current account, £1800 in the savings account, £2700 in the junior coaching account with some money due back from a child protection course and £900 in the legal fund.

Greenmount owe £25 for non-attendance at a meeting and Horwich £44 for fines.

Clubs are asked to make an immediate payment for their junior balls.

Eagley, Egerton, Farnworth, Farnworth S.C. Greenmount and Tonge produced evidence of their public liability insurance. Others clubs have sent theirs to the Treasurer. This will be followed up at the April meeting.



Umpires: The Committee agreed unanimously that for 2011 the revised law 17.3 (practice on the outfield) would not apply to the Bolton League.

Mr Sturch covered the addition to Law 24.5 (no ball), and stressed the importance of captains, team managers and junior team managers attending the Umpires / Captains Meeting at Farnworth S.C. at 7.30pm on Wednesday 13th April. The normal fine of £25 per team will apply if senior team captains or a senior playing representative do not attend.

Matches on Sunday1st May will commence at 1pm. Under 13s matches cannot continue beyond the over in progress at 12.30pm.

Clubs are asked to mark the corners of their square(s) to prevent pre match practice on the square.



Juniors: The next meeting is on 14th April at Astley Bridge C.C.

The R&C Committee will be looking at a scale of penalties for unfulfilled junior matches.



R&C: All professionals are to be graded 2 according to their clubs, apart from those at Farnworth S.C. and Tonge who are graded 1. Heaton have yet to confirm their pro.

Ron Fallows requires lists of amateur players by the April meeting.



Grounds: Ground Inspections will take place at the following times:

Tuesday 12th April; 1pm K, 1.30pm Wa, 2pm FSC, 2.30pm F, 3pm LL, 3.40pm G, 4.15pm T.

Thursday 14th April; 1pm We, 1.30pm Ho, 2pm He, 2.30pm AB, 3pm Ea, 3.30pm Eg, 4pm B.

Someone from each club must be present and have access to changing rooms, umpires room, scorebox and machine stores. Roller mops and covers to be in good condition and the scoreboard to be in working order.

First aid boxes should be in both clubhouse and changing rooms. A landline phone is to be accessible in case of emergencies during all matches.

Boundaries are to be clearly defined.



Rule 26(f) ii: 25 overs must be completed in the second innings unless a result has been obtained in less than 25 overs, included amended targets. This is not a change to the Rule, just the interpretation.



FA Cup: A proposal giving dispensation to clubs or teams to reschedule or bring forward the starting times of games on 14th May should Bolton Wanderers reach the FA Cup final was blocked.

Another club indicated they may not therefore look favourably on other requests to re-arrange matches later in the season.
