MINUTES OF THE GENERAL COMMITTEE MEETING

 

HELD AT BRADSHAW C.C.

 

28th NOVEMBER 2011

 

 

 

Apologies: Little Lever. Astley Bridge and Greenmount did not attend. Horwich and Westhoughton did not vote on the amendments to rules. The Secretary pointed out that this was an exceptional situation but concern was expressed about the lack of interest in the Bolton League.

 

Minutes of the October Meeting: These had circulated previously and were agreed to be a correct record.

 

Matters Arising: The Committee agreed in principle that the ECB t20 preliminary matches should be played mid-week, with two groups of four playing on the May Bank Holiday dates on Monday 4th and Tuesday 5th June. Yes, I know what I’ve just written! The final will be played on a Sunday or mid-week in June.

It was agreed in consultation with the Heaton Rep that provided Heaton comply with the original request of the Disciplinary Committee by the January meeting, the £100 deposit for the appeal would be refunded.

Clarifications to two of the proposed amendments to rules will be made before the vote at the AGM. These will be underlined on the voting form.

 

Correspondence: In response to a questionnaire from the ECB about ground ownership, most of our clubs confirmed they own their ground, and the Secretary said he would speak to the other clubs after the meeting.

 

Finance: The Treasurer reported a bank balance of £3223 with around £4000 owing from clubs; Astley Bridge £258.36, Bradshaw £109, Eagley £100, Egerton £239, Farnworth £511, FSC £289, Greenmount £287.50, Heaton £657, Kearsley £177.67, Horwich £322, Little Lever £382, Tonge £358, Walkden £369.90 less previous payment, Westhoughton £175.

There is £1810 in the savings account, £920 in the legal fund and £2563 in the junior account with money to be credited to the account from the junior presentation and the £100 coaching levy.

Clubs should let Chris have their ball order before Christmas. The cost of the ball will be £14 + VAT.

 

Umpires: The umpires will be struggling to provide two officials for second team matches, and clubs may have to provide their own on occasions. There is an umpiring course at Astley Bridge C.C. from 10th January. The Chairman congratulated the umpires on their instruction evenings and the quiz on the Forum, which has generated a lot of interest.

The Axford Indoor KO will be played on 8th, 15th, 22nd and 29th January. Heaton and Kearsley are representing the Bolton League in the LCB finals. The Committee agreed there would no longer be any sixes, but boundary fours can be scored off the wall behind the non-striker. However, a batsman can also be caught out off this wall, in which case four runs will not be added to the score.

 

Juniors: Eagley, Egerton and Walkden did not attend the Junior AGM, where the following amendments were passed;

“Once you have committed to play in an age group you
must fulfil all fixtures unless the R & C Committee will
issue the following penalties:
1 game – Written Warning
2 games – Fine £15
3 Games - Fine £40
4 Games – 1 Point off your 2nd Team
5 Games - 1 points off your 1st team
Any subsequent missed games, 2 points off your 1st
team.”

“All cup finals shall commence at 1pm on Sundays,
unless during the week on an evening then 6pm start.”

The Junior Secretary said he was disappointed the proposal relaxing the number of age groups had been defeated.

The following clubs must enter teams at the age groups indicated;

Farnworth U13

Horwich U18

Little Lever any three from four

Tonge U11 and U13

Walkden U11.

The question of the manner of the appointment to Bolton Cricket Development of an Area Coach, and the subsequent correspondence was discussed at some length. It was agreed the issue should be left in abeyance until after the next Bolton Cricket Development meeting.

 

League Dinner: A letter from the Chairman concerning the poor attendance had been emailed to clubs. The format of the Presentation for 2012 will be discussed at a meeting in the New Year.

 

Handbook 2012: Clubs were reminded the deadline for the submission of averages is 12th December. Clubs will be asked to submit a review / preview in January, and update their officials. Pictures are also welcome.

 

Approval of Sunday Fixtures 2012: The Committee approved the fixtures circulated earlier. The Secretary explained that despite his requests for fixed dates for more of the Lancs KO rounds, all rounds were ‘play-by’ which means we have to leave more free Sundays. Suggestions were made how we can influence the LCB to follow the example set by the ECB.

 

Amendments to Rules First Vote (50% + 1 Vote): The Chairman said that as a matter of course, where there was a casting vote, he would opt for the status quo and vote against the proposal.

An amended voting form covering the successful proposals will be emailed / posted to clubs and officials.

If two contradictory proposals receive a two-thirds majority at the AGM, a straight vote will be taken to decide which should become rule. The vote will be weighted 2 votes per club, and one vote for other members of the Committee with the Chairman having a casting vote.

Rule 12(b) will be interpreted as written in the Rules.
