MANAGEMENT MEETING MINUTES

30th JANUARY 2014 at KEARSLEY C.C.

ANTHONY AXFORD BOLTON CRICKET LEAGUE

 

Apologies – Mike Buckley, Karen Knott and Chris Monks.

Present – Mike Hall (MH), John Hutchinson (JH), Derek Kay (DK), Warwick Milne (WM), Ray Taylor (RT), Bill Elkin representing the Junior Committee and Eric Smith representing the Umpires.

Minutes of the Interim Meeting – The Secretary apologised for missing WM’s name off the list of attendees. The minutes had been circulated and were approved as a correct record.

Matters Arising – MH and RT had attended the Leagues Engagement Meeting at Old Trafford. Details of the ECB Club Support Site had been sent to clubs last year and a link posted on the boltoncricket web site. The Committee agreed a draft Code of Conduct for Senior Cricket Captains from the ECB should be amended as some of the items are more relevant to club officials rather than captains. The Secretary will look at slides from the presentations to see which could assist clubs. The Bolton League agreed to attend future meeting concerning the future of league cricket in Lancashire, and more specifically Greater Manchester.

The R&C Committee are waiting to hear from Eagley which of their members will be their representative.

KK to follow up if necessary.

The aims of the Ground Committee and supporting documents had been emailed to clubs. DK, WM and David Morris will be organising a meeting with club groundspersons. The Secretary read the R&C Committees terms of reference. Those of the Disciplinary Committee are similar to last season.

DK and WM to arrange before the start of the season.

Ian McLellan was appointed Inter League team manager, with Paul Schofield supporting him.

DK and MB will be sending out reminders about the Handbook.

DK and MB before 14th February.

Correspondence – The Secretary reported that Bob Cherry, longstanding Chairman of League Cricket Conference had died.

Details of the ECB winter promotion had been emailed to clubs.

Frank Hinks and Martin Hodgkiss had written to say they no longer wanted to be members of the Sponsorship Committee. Mr Hinks will still be a member of the Disciplinary Committee. Mr Hinks had been working on the League Rules, and as he does not wish to continue RT said he would take over the work that Mr Hinks had started.

RT to begin work on receipt of the rules and to meet with League Solicitor, BE and Dave Willetts to review procedures before 2014 AGM.

WM was appointed to the Sponsorship Committee.

Umpires – ES reported that the umpires are happy for their expenses to stay the same.

The Secretary read an introductory letter from Kevin Wilson, Education Officer for Lancashire Association of Cricket Officials kevin1949@virginmedia.com.

The Bolton League ACO are arranging an Introductory Course to Umpiring in April.

KK to arrange.

MH asked if the best use is being made of our better umpires, and if the umpires’ marks are being fully utilised.

Juniors – MH reported that following a turbulent junior meeting MB is working on the fixtures. Concern was expressed at the sheer number of junior fixtures.

JH noted that there are clubs outside the Bolton League who have expressed an interest in becoming members who have far stronger junior sections than some of our own clubs.

The possibility of arranging coaching for senior players was discussed.

It was agreed the Junior Officials should meet with the Management Committee to discuss their aims.

MH is to look into the possibility of a combined senior and junior AGM.

KK to liaise with MB regarding the measures applicable to clubs who defaulted on junior fixtures in 2013.

Oliver Newby – MH reported that the Appeals Panel had met on Thursday 23rd January in accordance with Standing Order 6 to consider an appeal from Westhoughton Cricket Club in respect of their request for Lancashire County Cricket Club’s contracted player Oliver Newby to be registered as an amateur playing member. The R&C Sub Committee had previously heard this request and had concluded that Oliver Newby was ineligible under our current League Rules. The Appeals Panel considered this matter further and they supported the decision reached by the R&C Sub Committee and also took into consideration the Lancashire Cricket Board’s qualification rules for the Lancashire Cup and also the ECB qualification rules for national competitions, and in both cases Mr Newby would have been ineligible.

Anthony Axford Indoor KO – Egerton were congratulated on defeating Farnworth S.C. in the final. MH thanked the umpires for organising the competition.

It was requested that our thanks to Anthony Axford Ltd be recorded.

It is anticipated the competition will be at Bolton School in 2015.

Egerton play at Durham on 9th February in the regional finals.
