MINUTES OF THE GENERAL COMMITTEE MEEETING

HELD AT TONGE C.C.

25th APRIL 2016

Apologies: Walkden C.C. and Roy Sturch. All other clubs and officials attended.

Minutes of the March Meeting: The minutes had been circulated previously. They were agreed to

be correct record.

Matters Arising: Only one club has sent the Treasurer details of their public liability insurance.

Clubs should let the Secretary know at least two weeks in advance if they are playing their t20

matches on a Tuesday rather than a Friday.

Correspondence: A letter from Eagley C.C. was read thanking John Hutchinson and the coaches for

the course at Myerscough College.

There hadn’t been any volunteers to cover second team cricket.

R&C Reports: The R&C Committee approved the transfers of Steve Edwards from Farnworth S.C.

back to Walkden and Daniel Burke from Heaton back to Eagley as neither had played for the club

since the original transfer.

The Secretary said he had made an error in accepting Johan Brohir as an amateur at Golborne by

referencing outdated rules relating to overseas players. None of the clubs had any objection to him

continuing to play as an amateur at Golborne, but the decision isn’t intended to be taken as a

precedent.

Tonge could not field a second team at the weekend and their first team will be deducted one point.

There is no additional fine and expenses incurred by Golborne have been covered by Tonge. It was

agreed in the short term Tonge could loan players from other clubs for their second team, but would

forfeit the match to their opponents. Provided a minimum of eight registered Tonge players played

there would be no deduction from their first team’s points.

Four clubs had not posted their second team results on Play-Cricket.

Photos and I.D. will be required for junior registrations by the end of May.

When posting scorecards, clubs need to identify the wicket keeper.

A number of deputy professionals were employed at the weekend. Karen Knott is monitoring the

situation.

Umpires: The Committee were thanked for their donation.

There is a further Introduction to Umpiring course at Bradshaw C.C. at 7.30pm on Thursday 28th

April.

There was a full turnout at the Umpires / Captains meeting.

Lancashire League Update: The Secretary updated the Committee and gave an indication of the

possible sanctions that could be imposed by the ECB and LCB.

Bolton League Expansion: The Secretary read correspondence between himself and LCB Director

Bobby Denning. This will be forwarded to clubs with these minutes. A lengthy discussion followed

and a draft advert prepared by the Secretary was amended slightly. The advert was approved by the

Committee but it was agreed that it would not be released unless another league was significantly

disrupted by changes elsewhere or another local league began a recruitment campaign.

It was agreed that the top nine teams would be guaranteed a place in the top division in 2017.

Further composition of the two divisions will be determined towards the end of or at the end of

June.

Grounds: The Committee were updated on Lostock’s position. There had been problems with the

roof but a road is being constructed which will permit easier access.

Rule 11(a) was brought to the attention of the Committee. Clubs must provide boundaries in

accordance with the Ground Committees’ requirements for 2016 and a proposal to change the

existing rule will be put forward for the 2016 AGM.

Clubs failing to meet the required standards will be reported by the Ground Committee to the R&C

Committee who are empowered to issue penalties subject to appeal.

There will be a mid-season ground inspection.

Juniors: The next meeting is at Tonge C.C. on Wednesday 27th April, when the balls will be

distributed.

There was an update on the prospect of summer football.

40 Over Cricket: The Secretary and others have been looking into Duckworth/Lewis calculations via

various electronic devices. Certain teething troubles have been noted and it was agreed this was

something in which the League should be a follower not a pioneer. Therefore the existing run rate

calculations should be used for the 40 over competition.

Finance: The Treasurer reported a balance of £4,300 with £5000 already paid to Readers for the

balls. Clubs are asked to pay all or part of their ball invoice to Warwick as quickly as possible. Clubs

will be invoiced for LCB affiliation fees.

Child Welfare: A spreadsheet will be issued for completion before the end of May.

Handbooks: The printers had been pushed to have these available for the umpires / captains

meeting. Consequently the print run was lower than anticipated and clubs have received 20 each.

Date of Next Meeting: To be called at the discretion of the Secretary, depending on the outcome of

club movement elsewhere and the next LCB Recreational Sub Committee meeting.
